Ca' Foscari University of Venice was founded by royal decree on 6 August 1868, two years after Veneto joined the Kingdom of Italy, as the Regia Scuola Superiore di Commercio — Italy's first institute of higher commercial education and the second-oldest business school in the world, after Antwerp's Institut Supérieur de Commerce of 1853. Promoted by the economist and future prime minister Luigi Luzzatti and first directed by Francesco Ferrara, it taught foreign languages from the start and trained diplomats as well as merchants. It gained full university status in 1968 and has always been housed in the Venetian Gothic palace of Ca' Foscari on the Grand Canal, teaching economics, humanities and languages to almost 21,000 students.
